Letter to President Joseph R. Biden - Inhofe Urges Biden to Bring Transparency to Paris Climate Pledge Process

Dear Mr. President,

As the Ranking Member of the Committee on Environment and Public Works Subcommittee on Clean Air, Climate and Nuclear Safety, I'm alarmed by your administration's lack of transparency in developing its new nationally determined contribution (NDC) pledge for reducing greenhouse gas (GHG) emissions by 50-52 percent by 2030, announced during the White House Summit on Climate on April 22, 2021. A decision of this magnitude must be both scientific and have a path for implementation, yet, several weeks after your announcement, we have seen neither.

Meeting this commitment will require Americans to fundamentally transform their way of life and require a broad adoption of the kinds of policies articulated in the Green New Deal. Yet at this point, the public has been kept in the dark about your administration's detailed justification for the NDC. With American jobs on the line, it is imperative that your administration provide Congress and the American people with all of the data, studies, modeling and any other relevant analysis it relied upon in determining and justifying the NDC.

I urge you and your administration to publicly provide all of the specific modeling, studies and other relevant analysis used to determine the NDC. I also call on your administration to specifically detail the regulations needed or planned to meet your emissions reduction commitment, because every American deserves to know what regulations or mandates will be imposed upon them to meet your ambitious goal. For example, will Americans be required to buy an electric vehicle when shopping for a new car? Will Americans' electricity become unreliable and increasingly expensive as a result of a "carbon-free" power sector? Will jobs tied directly and indirectly to fossil energy development be eliminated?

I urge you to bring transparency to this process so we can better understand the ramifications of rejoining the Paris Agreement and doubling-down on its emissions reductions targets will have on jobs, the cost of living and our economy. Thank you for your prompt attention and consideration of this request.
